Is there any way to have a guide reticle or lines display across the entire board when moving components or text? Something that visibly let's you know where one component is in relation to another?

Place your components on a 1mm or 0.5mm grid.But to answer your question -- no there is no such thing in Altium.

Do note that you can have multiple grids.For instance like here a grid for components and a grid for the rest.If you want many things to be aligned, you can also set the guide manager.
