I recommend to start with the thing you are the most excited about. If you are most excited about the board, go for the course directly, if about signal integrity do that first. It's a long way, so it is important you keep interested in it as long as possible. If you start with something "boring" you may give up too soon or lose interest before going into the parts you are interested in.About the course you are asking about. This is a Phil's course, so I don't know all the details. It says it is a course for people who already designed a board (so no complete beginners), but as you study electronics you may be ok.
