Well, you can stitch exposed thermal pads for lower thermal resistance but those vias should be filled. Otherwise they'll suck solderpaste from pad.

That is not really stitching. We call then thermal vias as the purpose is to transfer heat. They are also often placed densely together.
Stitching vias are to globally connect copper areas (usually Gnd) together without having to place them all manually. More like 5mm apart.

if the hole is small, the solder will not flow through. I often use unfilled vias with 0.2mm hole in exposed pads
