Hi,

Why are power lines at right routed in this strange way? Why isn't there any power polygon in that area

These are not really powers. This is reference voltage for memories - it is not routed through a plane as it could pick up more noise - at least that is the explanation what I found and that is why we routed it as on the picture. All the tracks go from the source of the reference voltage. A star connection is used, so the connections do not influence each other.
