Most of the time, you do not really need to care about priority - it is done automatically in the correct way (or the exact order is not important because they refer to specific groups of signals ... except the main initial rules, which are usually listed as the last one with the highest "Priority number" e.g. clearance all to all). Only if something is not working as you are expecting, then try to play with the priorities.
