High-Speed signals Crossing Power Planes (Advanced Digital Hardware Design/Lesson 6)

In Lesson 6 of Advanced Digital Hardware Design, which focuses on power delivery networks, I noticed the discussion about complex power planes. I understand that these planes are positioned adjacent to a ground plane on one side. On the opposite side, just 0.13mm away, lies L4 (SIG), a layer containing signal wires. I’m aware of the EMI-related guideline that advises against high-speed signals crossing power planes, so I was anticipating some relevant insight at that point in the video. However, one could argue that EMI on L4 might not be a significant concern due to the multiple shielding layers surrounding it. I often find myself uncertain about the optimal trade-off when it comes to designing power planes.
