Does the number of layers have an effect on successful passing of EMI tests?

Simple answer - yes it does, if you do not have enough.
What is enough? Does every signal have at least one good, uninterrupted return plane?

What it has an effect on is how difficult it can be to design your PCB to pass EMC/EMI. For example it may be much easier to pass with 4 layer PCB, that with 1 or 2 layer PCB. However, once you have solid planes close to signal layers, the effect of additional layers may not be as visible as if you compare 1 vs 2 vs 4 layer PCB. Also, I am not sure if it is only about EMC/EMI (many 1 or two layer PCBs will pass EMC/EMI), but also reliability and stability of the circuit may improve a lot between 1 vs 2 vs 4 layers.
